Meet Paul, the visionary founder and President of Palisade Partners, who seized opportunity amid the 2009 Great Recession. With his contrarian investment philosophy guiding the way, he was able to navigate the real estate landscape to build what Palisade is today.
He began with the acquisition and revitalization of existing multifamily properties and quickly moved onto new construction developments throughout Denver and the breathtaking Colorado mountains.
However, Paul’s success isn’t just about bricks and mortar—it’s about people. At Palisade, he’s cultivated an amazing team driven by a shared passion for community-building and a commitment to excellence.
In total, Palisade and its partners have invested over $500 million, leaving an unmistakable mark on Colorado’s communities, with an additional $400 million of projects on the horizon.
With Paul stands his wife, Lacey, and their three daughters, a family deeply ingrained in the communities where their impact is most profoundly felt.
Prior to founding Palisade Partners, Paul’s academic journey laid the groundwork for his success, earning a Master of Science in Real Estate and Construction Management from the University of Denver’s Daniels College of Business. Earlier to that, he honed his skills with a Bachelor of Arts in Economics and Mathematics with a Finance Sequence from Claremont McKenna College.

Brian Randall
Brian Randall joined Palisade Partners in 2023 as Controller. He leads the internal accounting function, leaning on his experience in public and industry roles across the Denver business landscape. An advocate for teamwork and collaboration, he is excited to partner with the Palisade team to continue a path of personal and professional growth. Brian holds a B.A. in Accounting from the University of Oklahoma and a Master’s in Accountancy from the University of Denver.
Brian has happily called Denver home for a decade, sharing as much time outdoors as possible with his wife, son, and dog. He is consistently prepared for overeager conversation about restaurants around Denver and most European soccer leagues. He is also always looking for his next favorite band, coffee shop and brewery.
Cate Siegel Hamlin
Cate originally joined the team back in 2016 as the lead Development Project Manager at Summit Sky Ranch. Since then Cate has helped to oversee all facets of Palisade Partner’s mountain developments, including entitlements, land planning, architecture, civil design and finance to sales, marketing, HOA and amenity development. Recently, she has expanded her role to aid in the asset management of Palisade’s stabilized projects in the Denver area.
Cate holds a B.A. in Psychology and Economics from Bucknell University and is currently pursuing a Master’s in Real Estate and the Built Environment at the University of Denver. Originally a New York City native, these days you can find Cate exploring Colorado’s mountains whether on skis, a mountain bike or in a pair of trail running shoes.
Sara White
Sara manages all aspects of Palisade’s projects, including design and construction. She has a background in urban planning and worked for cities in Michigan and Colorado, including the City and County of Denver, prior to joining Palisade Partners in 2019. Her background in long-range planning, zoning regulation, community engagement and placemaking brings a valuable perspective to growth and development in the Denver market.
Sara holds a B.S. in Architecture and a Master’s in Urban Planning from the University of Michigan. Outside of work, she enjoys exploring Colorado with her husband and two huskies, skiing, pub trivia, and cheering for the Michigan Wolverines.
Matt Mueller
Matt is the Director of Design and Construction at Palisade Partners. Matt Joined the team in 2016 and provides design and construction direction on all planning, civil, architecture, interior design, sales, branding/marketing, and general contracting work for Palisade’s projects in Denver and in the Colorado mountain communities.
He has navigated the design and construction industry for over 20 years on numerous project types across the United States and internationally, serving as Development Director, Architect, Contractor, and Owner’s Representative across the following project types and aspects:

Matt has a background in art and design, architecture, and construction including an B.A. in Art/English from Coe College and a Master of Architecture degree from the University of Colorado.
Tim Welland
Tim Welland joined Palisade Partners in 2013. Tim is the Finance Director for Palisade and oversees all facets of debt financing, equity syndications, acquisitions, project underwriting, construction and permanent insurance, contracts, joint venture structuring, and asset management, among other roles, for Palisade’s Denver and mountain projects. He has become actively involved in the Denver real estate community and was previously a member of the Urban Land Institute’s Young Leaders Group. Tim is also involved in the broader Denver community, having previously served on the board of YouthRoots and the University of Michigan Alumni Club of Denver Board.
Tim has a background in finance and economics including an A.B. in economics from the University of Michigan. He previously worked at Analysis Group, an economic consulting firm, and HomeAdvisor, a home services company. Outside the office, Tim can be found spending time with his wife and three children, attempting to play golf, skiing, playing hockey, and cheering on his (cursed) Toronto Maple Leafs.
